中央銀行下周四將召開第2季理監事會議,央行總裁楊金龍今(6)日到立法院財政委員會進行專案報告,對於央行理監事會議是否會再給外界驚喜,閉口不談。但央行根據主計總處已修正的第1季經濟成長數,央行也將上修全年經濟成長率,約至3.5%,楊金龍認為,當前國內經濟狀況雖是復甦,但不是很強勁。
楊金龍6日赴財委會,進行「日圓貶值效應會否導致亞洲貨幣競貶,及對台灣經濟影響」專題報告。
楊金龍在回答立委林德福質詢時表示,由於第1季經濟成長率數據已出,根據更新的第1季數據及第2、3、4季的預估值重新計算,全年經濟成長率可調升至3.5%,國內經濟狀況是復甦,但不是很強勁。
此外,央行對房市的選擇性信用管制已多季沒有調整,林德福認為,房市在新青安房貸的點火下,愈來愈旺,央行日前又找房地產業者喝咖啡,央行對房貸的選擇性信用管制措施是否會有下一步?
楊金龍說,央行例行性會找房地產相關業者及學者來央行討論,了解市場狀況,從相關數據來看,房地產貸款確實有點居高不下,但相關措施會在央行理監事會議中討論,央行必須聽取理監事的意見再做決策。
2.銀行:央行恐出手降溫房市

中央銀行正在蒐集房市資訊,極可能在本月祭出新房市管制措施。據銀行業者透露,近期收到央行詢問,新青安房貸加計超出額度的一般房貸後的貸款成數,整理房貸成數等,央行也電詢銀行,是否有調高房貸成數逾8成5的規劃,透露央行在6月理監事會中可能有新的措施。
銀行主管評估,央行會統整各銀行房貸數字後,13日極可能祭出管控房貸成數政策,如房貸加計修繕貸款、新青安加計非新青安房貸,整體房貸成數不得超過85成或9成,一方面拉高民眾自備款,也能降低銀行不動產放款過度集中的風險,亦能對房市有一定降溫作用。
據央行統計,4月底全體銀行不動產貸款占總放款比率為37.21%,雖比2月底的37.3%略為下降,仍是高於2020到2022年的水準,顯示銀行不動產授信仍是相對集中;加上不動產移轉棟數、各區房價亦持續成長,外界亦開始批評新青安房貸助漲房價等,央行在3月無預警升息半碼,且強調持續檢討、持續關注房市信用管制措施後,6月極可能會真的出手。
銀行推測下周四央行理監事會可能朝加強管控受限戶,如再調降最高貸放成數,或高價宅認定價格等,甚至不排除升息的可能。
銀行主管指出,目前房市降溫困難,主要是新青安房貸催化,為兼顧政策美意,建議央行可聯合財政部、國稅局等,要求新青安房貸借款人要定期提出所得來源沒有租金收入,等於是「期中覆審」,避免假自用真出租,若有出租行為,將追回補貼利率或收回貸款等。
公股銀主管認為,上半年房市熱絡,房價居高不下,央行不僅不會放鬆房市管制措施,甚至可能再祭降溫手段。許多民眾試算新青安房貸的支出跟租金差不多,有利率補助又能取得寬限期5年的40年房貸,推升民眾借新青安購屋投資的意願。
多家公股銀統計新青安房貸申貸男性比重高於女性,30歲~39歲占比最高,其中超過新青安1,000萬元上限,需再搭配其他房貸的比重約有3成,凸顯槓桿加大情況。
3.全台投資擴廠潮 辦公室推案創新高

地緣政治議題發酵,台灣因擁有完整產業聚落及供應鏈支援度,不只台商回流、外商也因高度信賴加碼投資。根據內政部最新統計,去年全國核發辦公室使用執照面積破三百萬平方公尺,創二○○八年以來新高,辦公室推案潮也從以往集中於雙北市,湧向台南、雲林、新竹等縣市。
根據統計,去年全國核發建築物使照總樓地板面積約三一九六萬平方公尺、約九六六.七九萬坪,以辦公室樓地板面積成長最多、年增一.二四倍;而去年核發辦公室使照樓地板面積達三三二.二三萬平方公尺、約一○○.四九萬坪,是一九九一年有統計以來,第四度突破三百萬平方公尺。
馨傳不動產智庫執行長何世昌指出,近年辦公室推案潮不再侷限雙北市,中南部也有頂級辦公室建案推出;雙北辦公室推案潮主要是老舊辦公大樓重建及公有地招商案,中南部則受惠於產業投資擴廠需求,推案熱潮可說是從台灣頭燒到台灣尾。
台南雲林新竹 使照樓板面積成長多
高力國際業主代表服務部董事黃舒衛分析,辦公室新增供給往往是房市落後指標,因從產業面來看,辦公室需求是三級產業,以金融、保險、貿易、顧問等為主,或是企業總部需求,多屬於支援、整合功能。
他指出,去年辦公室使照樓地板面積成長較多區域是台南、雲林、新竹等縣市,而非台北市、新北市及台中市等主要都會區,顯示高科技製造業投資已驅動生產聚落重組,帶動區域商業開發與需求升級。
第一太平戴維斯研究部資深協理丁玟甄觀察,近幾年辦公室推案動能,主要來自三大方向,首先是老舊商辦改建潮,尤其不少大型集團持有的舊商辦透過危老、都更途徑,獲得改建容積獎勵。
此外,建商也看好全台投資擴廠潮,除了續推住宅新案外,也在台商或外商投資熱區推出商辦預售案;最後是公部門大型公辦都更、捷運聯開案或是地上權案,因受限於使用分區、地主或當地市場供需,多興建辦公大樓。在多股力量推升之下,造成全台辦公室使照面積大增。
4.北市東區商圈回春? 明曜百貨頂樓月租232萬創天價

北市一線商圈東區匯聚多家百貨公司,惟其樓層租金外界大多難以得知,住商機構觀察台北地政雲,發現明曜百貨頂樓與次高樓近期以每月逾232萬元出租,為今年截至目前為止,北市最高總價租金交易。
大家房屋企劃研究室公關主任賴志昶分析,此交易坪數多達943.6坪,且為知名百貨的高樓層,又包含外牆廣告效益,因此才會出現百貨樓層租金總價更勝信義區商辦的情形。
根據台北地政雲揭露,明曜百貨12、13樓建物坪數共約943.6坪,3月以每月232萬1362元出租,換算租金單價約2460元。該筆租賃交易備註提到:「續租案件外牆作為廣告使用租金為未稅價;12樓為新租賃樓層、13樓為續租樓層。」
據悉,明曜百貨12樓曾為知名蔬食餐廳「果然匯」,不過該店已於5月熄燈;而13樓則為時尚健身品牌「Space Cycle 台北明曜旗艦館」,依據台北地政雲揭露資料,該品牌不僅續約13樓,且擴大營業至12樓。
住商不動產仁愛光復店經理黃獻寬表示,隨著後疫情時期各項措施解封,北市各大商圈租金價位迎來回春,近期有新光三越 Diamond Tower、大巨蛋議題的東區商區也不例外,正面大馬路1樓店面租金已回到每坪破萬元價位,但若觀察東區二樓以上店面租金行情,價位約落在每坪3000~4000元,以此觀察百貨高樓層租賃案,月租金每坪以2460元成交,其實為頗實惠的一筆交易。
觀察台北地政雲,今年截至目前已揭露前5名高租金實價中,其中4筆皆為蛋黃區商辦或商業大樓,更顯此次百貨公司租賃案的特殊性,賴志昶觀察,過去東區高總價租金交易,較集中於忠孝東路三、四段處,該路段有遠東SOGO 台北忠孝館、遠東SOGO 台北復興館兩大百貨,且有捷運忠孝復興站匯聚人流,租金長年維持高檔。
但隨著大巨蛋開幕,匯聚松山文創園區遊客人潮,使得東區商圈榮景往東部蔓延。而在商圈東段的明曜百貨,本身即為東區經營餘37年的老字號百貨,位處捷運忠孝敦化出入口,近年來更引進「UNIQLO 台北全球旗艦店」等品牌,為百貨公司樓層租金交易帶來助益,如今高樓層再以高額租金成交,可顯東區為北市黃金商圈的地位難以撼動。
5.台中兩大百億級地上權案流標 廠商觀望縮手

不動產市場景氣出現下滑警訊?備受矚目的台中水湳經貿園區經貿段6、8地號,以及七期惠民段141地號兩大百億級地上權標案,昨(31)日同步傳出以無業者投標而宣告流標。業界坦言,市場景氣不明朗,加上投資成本過大,因此觀望縮手。
台中躋身第二大都會區,加上建設利多不斷,近幾年吸引台積電(2330)、日本三井集團、統一集團、國泰人壽、大陸建設、冠德建設及好市多等知名企業進駐投資,投資熱度不斷升溫。此次,兩大百億級地上權標案同步流標,令業界大感意外。
